“Turismo Emprende”: Boosting Peru’s Tourism Through Local Entrepreneurship

“Turismo Emprende” is a government initiative led by MINCETUR (Peru’s Ministry of Foreign Trade and Tourism) that seeks to empower small businesses and individual entrepreneurs within the tourism sector.

While MINCETUR manages the fund, the Multisectoral Selection Committee is responsible for evaluating and selecting the winning proposals.

Tourism Needs Both Business and Community Support

Tourism in Peru isn’t monopolized or limited to large corporations. It’s a collaborative industry that benefits the country as a whole. Its success stems from the combined efforts of individuals, families, micro-enterprises, and businesses of all sizes—united by a shared commitment to preserve, promote, and grow Peru’s cultural and natural wealth.

However, like any productive system, tourism needs maintenance, incentives, and support to remain strong and sustainable.

That’s where “Turismo Emprende” comes in.


A Fund to Support Tourism-Based Ventures

The initiative includes a 2.5 billion soles fund (approx. $660 million USD), designed to finance micro-enterprises and individuals engaged in tourism activities. To qualify, applicants must also show a commitment to responsible resource management and local economic development.

The program was launched by executive decree on January 6, 2017, approved by both Peru’s Executive Branch and Congress, and places project administration under MINCETUR’s authority.

It’s open to all eligible individuals or small businesses—both legal entities and natural persons—that participate in the official application process. Selected projects are officially recognized via a resolution from MINCETUR.

The program holds at least one call for proposals per year.

The main goal is to foster the creation and development of tourism-related projects from minority and grassroots sectors of society. It’s a boost—financial and logistical—for small businesses to grow while promoting sustainable practices and contributing to the nation’s economy.

It’s not just about profits; it’s about cultivating projects that respect natural resources, honor Peru’s heritage, and expand tourism access across the country.


Who Selects the Projects?

The Multisectoral Selection Committee evaluates and selects the most promising tourism initiatives. The objective is to support a robust, inclusive, and culturally grounded tourism industry—one that diversifies destinations, encourages innovation, and helps local entrepreneurs thrive.

The collaboration between small businesses and public institutions is key. Together, they not only strengthen the economy but also preserve the rich traditions, landscapes, and stories that attract tourists from all over the world.
